This was a special run done for Hoquat Hobbies. Note that these are near identical to SHS' original run SHS #00493, SHS #00494, and SHS #00684, except that the Hoquat ones have green brakewheels, green ladders, and brown trucks (the original SHS ones had black trucks). Of course, the road numbers are different, so that is how you can identify between the two runs.
