This is the NYC "Suburban" kit. It was available in both scale (product ID #3) and hi-rail (product ID #4) versions. According to the S&P Distributors 1968 catalog, this is a freelance model, but is close to the NYC class "D" locomotive. The model in the photo is only missing couplers, headlight lens, and numbers in the number boards.
