#28 Track Ballast was produced as such in 1950 only and has just the one variation. The white paper bag (turned yellow with age) contains 1/2 pound of finely-ground gray granules which were ground to 1/64" scale (see photo). In 1951-53 the track Ballast was given a new number which was #28A and was still packaged in a 1/2-pound package that was sold in white paper bags. The reason behind the different catalog number is likely that Gilbert outsourced the manufacture to the Colbert Corporation which also produced #21A Grass, 22A Gravel, #23A Coal, and #29A Snow. In 1949-50 Gilbert used the Paxton company to manufacture #21 Grass, #22 Gravel, and #23 Coal. It is likely that in 1950 the Paxton company also produced #28 Track Ballast.
